My immediate thought before opening the link was that a President Warren would have put up a fight to block it, and of course the first line of the article refers to her vote against it.
It does state the Senate disregarded Biden's position but I can't help feeling Warren would have done more.

This thing has taken on a life of it's own. It doesn't matter what party is in charge. It's on cruise control. I don't think the Pentagon even knows where the $$ goes.

I actually agree with terp. I think much of the budget request is written by Boeing and and other contractors every year.
