Sheena explained that just as the BOT is an independent autonomous
body, the Board of Health is an independent autonomous body established
by law, since SO is a Village with a charter. It is unlike Maplewood,
where the Township Council can decide on TNR. At a previous meeting,
when the TNR presentation was made, Sheena explained that any decision
on TNR had to be made by the Health Department.
Sheena also said
that the Health Officer had questions about TNR and discussed these with
the NJ Board of Health (or Department.) She went on to say that some
of the BOT (and she) did not necessarily agree with the decision.



The idea is probably to make them apolitical.

Advocates of TNVR missed an important opportunity to talk to our South Orange Health Officer John Festa and members of the Board of Health. While an official meeting did not take place, due to the absence of a member or two, the present members and John Festa, gave their time to have a cordial conversation on the topic of TNR with the one person who showed up! It is difficult to persuade a voting body, that there is a large support for change when only one member of the community makes an appearance. That said, I think the board is willing to look at material that might show a different view of a perceived health risk. I think polite correspondence is worth a try and a greater turnout at future meetings.
