Japanese beetles? They can do some damage; you can inoculate the soil with milky spore to discourage them, or just knock them into a can of soapy water if you don't have too many.
My one David Austin, Abraham Darby, is pretty blackspot-prone. Austin creates glorious flowers but I wouldn't assume all the plants are healthy. Check out the rose forum on That Home Site for the opinions of gardeners who are growing them in your climate.
My best bushes are all old polyanthas -- they rebloom very reliably, and rarely drop a leaf, and I never spray!
Take a close look at the plant. Do you see any bugs at all? Tiny green ones? Beetles? Any idea what's doing the chewing?
