Spring Cleanup bill

Our landscaper (local, but not Anthony's) has been charging a carting/disposal fee for at least a year or so. If I recall, he is passing on the fees imposed on him to dump the debris he removes (in the past, he wasn't charged to dump it, so he didn't charge his customers).
Spring Rake Out pickup dates are provided by the town. 5 pick up dates.
Free (included in taxes).

My bill for Anthony's is significantly higher for the spring cleanup this year, with the added cost of taking debris away, which wasn't on last year's. I'm annoyed. Are other landscapers doing this? Thoughts?
