the flapper between the tank and the bowl. Wipe it off and make sure it is sealing.
that's a Kohler class 5 flush valve go to HD and buy the yellow seal for it about 3" in diameter and follow directions on the package

Loews / Home Depot has a kit you can buy with a new flapper(the rubber degrades over time) and plastic ring to go on the flapper seat (you can try to clean the existing one, but I found it easier to put on the new one).

I think the plumber has better advice than the non plumbers. The contraption does not look like a typical flapper. I guess that is why it is called a flush valve.
