The alarm intermittently going off could be a sign of a dying car battery which is exactly what happened to our son's car. If you can find the owner of the car, you can suggest he/she take the car to a mechanic to have the battery checked and if necessary, replaced. Once the battery in my son's car was replaced, the problem went away.

20 years ago in college I lived in the "jock" dorm (I am not a "jock) and they would leave for a road trip of away games forgetting to turn off their alarms. The one next door to my rooom would go off for three days straight... that's when I discovered ear plugs.
