This is interesting and good news- assuming it's been shown to improve infant health and lower harm.
But if someone is willing to go online to take a test on how to be essentially a more educated parent they're probably already seeking out information on how to take care of their newest family member I'd think. Or is it more held out as "you'll get some free stuff if you sit through this training module"?
I'm not speaking of the latter possibility in a disparaging way- who cares what the motivation is for gaining knowledge? What matters is they have it.
In any case, seems like a cost effective way to protect the most vulnerable.
