He is standing on the inlet that allows tides to to pass. Fish are drawn in and out of the pipe. So he just stands there, waits for a fish to come nearby and snags it... he is fast.
There are several of these flow pipes in the preserve and they are like a 24 hour buffet to the Herons and Egrets.
