How to remove Concrete splattered on navy blue car?

At some point while driving on both I-95 and the Merritt Parkway between here and Rhode Island the front end and sides of my husband's navy blue car got splattered with what appears to be concrete.

It looks like thick whitish mud at first glance but it does not wipe off with a wet cloth. What to do? Is there such a thing as a concrete solvent? Are we screwed?

I got some asphalt solvent spray at the auto parts store on Valley (I have the same problem with black dots splattered on the bottom of the car). I haven't tried it yet... but I'm happy to share if you want to check if it works on concrete. (I'm sure I won't need a whole can of it).

If it's concrete it might be dissolved by vinegar. Vinegar is a mild acid and it will react with concrete which is alkaline. Test it on an inconspicuous spot to make sure it doesn't react with your car's paint.

@khkiley, thank you for the suggestion!

I am much calmer now and have even searched the internet for solutions. A couple of folks recommend a 1:1 solution of water and vinegar sprayed on covered with a paper towel and allowed to sit for a bit.

It seems we may not need a whole new paint job after all!
