I think @Copihue helped a fox a few years ago. I frequently see foxes with mange and I know they can be treated but perhaps if you post on her blog she can direct your friend. I just saw a fox last night.
Try Woodlands Wildlife Refuge in Clinton. If they can't help, they'll be able to make recommendations about the best way to handle the situation. I suspect they won't come out with a trap, but if you get a trap and manage to trap the fox, I bet the Refuge will accept and treat the animal, if it's at all possible. http://www.woodlandswildlife.org
