I thought it might be a post office. 
Looks like they are rehabilitating the water retention basin.

Anyone know what's being built in the parking lot there? I stopped into the Dunkin Donuts the other day and noticed that a large area was dug up with some giant dirt piles and it looked like what could be some walls under construction.
(There was no 'Newark Specific' so I just went with South Orange Specific even though it is across the street from Maplewood. Need a 'Discussions Without Borders' topic...)
